Cartel Jalisco Nueva Generación (CJNG)
Executive Profile (BLUF)
The Cartel Jalisco Nueva Generación is the fastest-growing and most militarized of Mexico’s major Drug Cartels, based in Guadalajara, Jalisco and led by Nemesio “El Mencho” Oseguera Cervantes — among the most-wanted individuals in the world with a $10 million US reward. CJNG emerged in 2010 from the collapse of the Milenio Cartel and has expanded aggressively, now operating in 27 of Mexico’s 32 states and maintaining a presence in over 35 countries. CJNG is distinguished by its exceptional paramilitary capability: it has used improvised armored vehicles, drones armed with explosives, rocket-propelled grenades, and .50 caliber rifles against Mexican military forces — a level of military-grade capability that produces periodic confrontations resembling low-intensity warfare rather than law enforcement operations. It is the Sinaloa Cartel’s primary rival and a major fentanyl and methamphetamine supplier to the US market.
