Nickolay Mladenov

Nickolay Mladenov is a Bulgarian diplomat and former politician who served as the UN Special Coordinator for the Middle East Peace Process (UNSCO, 2014–2021). In that role he was the principal UN interlocutor in ceasefire negotiations between Israel and Gaza-based armed factions (Hamas and Palestinian Islamic Jihad), coordinating with the Quartet (UN, US, EU, Russia) and Egypt as the primary Gaza shuttle-diplomacy broker. He is referenced in the Gaza War context as the author of an eight-month Hamas disarmament framework — a plan that was not implemented but represents the last serious UN-backed structural de-escalation proposal prior to the October 7, 2023 attack.

Role in Gaza Diplomacy

Mladenov’s tenure at UNSCO (2014–2021) coincided with three significant Gaza escalation cycles: the 2014 war (Operation Protective Edge), the 2018–2019 Great March of Return, and the May 2021 escalation. He was widely credited with the ceasefire architecture in the 2021 round.

The eight-month Hamas disarmament plan referenced in the vault was a framework reportedly proposed during the 2021 ceasefire negotiations, structured around a phased reduction in Hamas military capacity in exchange for reconstruction guarantees and easing of the blockade.
