Republic of Ghana

Executive Profile (BLUF)

Ghana is a West African democracy and one of the region’s most stable states — it has conducted peaceful electoral transfers of power repeatedly since 1992, making it one of Africa’s most consistent democratic performers. Under President John Mahama (returned to power January 2025 after defeating Mahamudu Bawumia in the December 2024 election), Ghana faces fiscal distress (2022–2023 IMF bailout, debt restructuring) while managing its position as a frontline state against JNIM jihadist expansion from northern Burkina Faso. JNIM has not yet penetrated Ghana’s territory with attacks, but intelligence assessments track jihadist recruitment networks in Ghana’s northern Upper East, Upper West, and Savannah regions. Ghana is an anchor ECOWAS member and provides significant institutional legitimacy to the bloc as the Sahelian AES states have defected.
